NAME OF THE ORGANIZATION PROVIDING THE FUNDING:
- Minnesota Department of Transportation (MnDOT)
SHORT DESCRIPTION:
- Due to the global COVID-19 pandemic and economic recession, MnDOT has redesigned the TED program. Cities, counties, and other government entities in Greater Minnesota can apply for funds for transportation infrastructure projects on state highways that support economic development through MnDOT.
PROGRAM SPECIFICS:
- $1.85 Million for Greater Minnesota
- Up to 70% funding using MnDOT formula
- Must have a trunk highway purpose – TED funds can only be used on trunk highways or trunk highway rights of way
- Letters of Interest must be submitted by 5 PM on August 7, 2020
- Construction must begin by Dec 31, 2022
- Requires a resolution from City/County (project sponsor) by October 1
- Requires concept drawings
- Scoring of 100 points maximum including economic benefits, transportation benefits, percentage of non-MnDOT funding and project risk assessment
- Economic points are based on:
- Unemployment Rate comparing June 2019 with June 2020
- Job creation/retention compared to 2019 data
WHO’S ELIGIBLE:
- Eligible applicants are any governmental entity as defined by state law, including tribes.
WHAT IT’S FOR:
- To be eligible for funding, a proposed project must have a trunk highway purpose that must improve, enhance, or modify a state trunk highway or highway right-of-way. Eligible projects may do more than improve the trunk highway (e.g., replace local utilities, improve a city or county road, etc.), but funding from this solicitation can only fund work on the trunk highway and trunk highway right-of-way as specified in MnDOT’s Cost Participation Policy for Cooperative Construction Agreements.
TYPE OF FUNDING:
- This is a cost participation (up to 70%) funding program.
APPLICATION PROCESS AND DEADLINE:
- Letters of Interest must be submitted by 5 PM, August 7, 2020.
